What is happening in Choats Road - a road that is barely a mile long and single lane?

Half way down there we have the equivalent of a border control. First to spring up was a bus lane in the middle of the road, followed by bits of pavement and then traffic lights, now we have the steepest speed humps that need second gear and crawling at less than 5mph.

All this for one bus that will be going down there and on a road that is really only busy twice a day at rush hour times. Transport for London obviously had grandiose ideas when they thought this one up.
