COUNCILLOR Bob Bailey is due to appear before Havering Magistrates' Court charged with failing to provide a specimen and driving without insurance or a test certificate.
The leader of the opposition party on Barking and Dagenham council was arrested on Thursday May 28 in London Road, Romford.
Cllr Bailey, who will stand in the European elections tomorrow (Thursday), will appear in court in relation to these charges on Friday June 5.
A police spokeswoman said: "We can confirm that Robert Bailey, 43, unemployed of Romford is bailed to appear at Havering Magistrates' Court on 5 June.
"He is charged with failing to provide a specimen and using a vehicle with no insurance and no test certificate following an incident on May 28 on London Road, Romford.
