Is this going to cost more?

I have been charged by the council since August 1 2004 when the charge was 30p a week or 15.60 per year.
It is now in 2009 67p per week or 35.88 per year. Now if it's to be 70p per week then my bill will only go up 3p or will it be 67p plus 70p =1.37p?
And the aerial will only get the digital signals you will still need a digital box or a modern TV with built in digital box.
When the charge first came in 2004 I phoned other London boroughs and found none at the time that charged I also got on to watchdog (BBC) and they could not find any other boroughs in London that charged.
