Mustafa was the hero, striking his winning penalty sweetly into the top corner after both sides had missed from 12-yards.
In normal time, Vallance had all the early pressure, but Mehmet saw his goal disallowed, and Parkview took advantage to move ahead with a scrappy goal.
With the game nearing the end, Vallance finally forced extra time when Nadeem fired home through a crowd of players.
The same player then struck first in the penalty shoot-out, before Ibrahim saved Parkview's effort.
Hussan put his shot too close to the keeper, before Parkview then fired high over the bar, leaving Mustafa as the match-winner.
In the semi-final, Vallance beat Young Guns 1-0 thanks to Hussan's late strike.
