THE HEARTBROKEN sister of tragic Paul McMillen is starting a petition to hopefully change the council's mind over his memorial.
Paul was stabbed to death in Valence Avenue three years ago and his sister Hayley Ketley wants to honour his memory by planting a tree at the spot where he died.
However Barking and Dagenham council have said they do not approve memorials placed on public highways for those that die in tragic circumstances.
